Rogers Cup Pick: Roger Federer

Can he win the title? Definitely, but depends on whether he has to play Rafa
Even though Fed has won a major this year (Australian Open), he hasn't made it to any other grand slam finals and hasn't won a title in months. It would be crazy to count him out during this part of the year though, as he has been the most consistent player during the hardcourt season for the better part of a decade. You don't win five US Open titles—in a row—if you're not an amazing hardcourt player.
Although it's clear that the majors are Roger's priority, I think he really needs to do well at either the Rogers Cup or Cincinnati to prove that he's still the best hardcourt player in the world. I have a feeling he's going to put more effort into this tournament than he has for the other non-slam events this year, and I wouldn't be surprised to see him in the finals. And if he does make the finals, I think he'll be able to take down anyone not named Rafa.
Personally I hope he does win the title. Partly because, let's be honest, I'm a huge Federer fan, but also because it seems like people are writing off his chances at the US Open, and if he wins in Toronto it's going to make the next few weeks before the Open a lot more interesting.
